Case Study
Fueling Operational Efficiency
Accelerating Linear Asset Operations Without Compromising Trust
Context
Trans Mountain operates Canada’s only pipeline system from Edmonton, Alberta, to Burnaby, British Columbia, crossing rugged and environmentally sensitive terrain.
The Trans Mountain Expansion Project (TMEP) added a second pipeline, increasing capacity from 300,000 to 890,000 barrels per day.
The expansion required scalable land, stakeholder, and regulatory management with shared visibility across multiple internal teams.
Challenges
- Tripled data volume made it harder to manage land and stakeholder information accurately and safely.
- Stakeholder outreach needed to move faster to reduce delays and accelerate field readiness.
- Disconnected systems limited cross-team coordination and end-to-end visibility across land, agreements, and community relations teams.
- Canada Energy Regulator (CER) compliance required efficient tracking and reporting against 156 conditions, including clear evidence of consultation.
Solutions
The following Irth for Stakeholder Engagement modules wereadopted:
- Land Access & Acquisition
- Grievance Management
- Social Investment
Add-on features included Smart Communications, SMSMessaging, Team Data Segregation, and Sandbox training instance.
‘‘What we needed wasn’t just a stakeholder engagement tool, but a system that could manage everything related to land as well — and it had to be able to link to GIS data.’’
– Alain Parisé, Land Director, Trans Mountain
Key Benefits and Results
Up to 70% faster stakeholder contact and compliance, going from 1–2 weeks to 2–3 days for major projects and from a few days to a few hours for smaller projects.
50–80% faster compliance reporting, reducing reporting cycles from days to hours.
Line list preparation dropped from 4–6 hours to 15–30 minutes, saving thousands of hours annually.
A centralized, accurate system of record improved coordination, response speed, and decision-making across teams.
Stronger workflow and commitment tracking reduced field delays and supported Indigenous engagement requirements.
‘‘Borealis (now Irth for Stakeholder Engagement) has proven to be a transformative tool for us. It exceeded our expectations, providing the flexibility and functionality to handle the volume and complexity of our data and integrate our processes across departments. With its task assignment and reporting capabilities, we can confidently manage land and stakeholder activities while ensuring compliance and maintaining strong relationships with stakeholders and communities.’’
– Alain Parisé, Land Director, Trans Mountain
